RECAMP IV OPENS AT PEACE CENTRE
Launch of the RECAMP IV 2004 cycle : politico-military seminar to the Kofi Annan center.
Within the framework of the RECAMP IV 2004 cycle (Enhancement of
African Peacekeeping Capabilities), the politico-military seminar,
organized collectively by the French and the Ghanaian Forces take
place at the KAIPTC, in Accra from Monday, 24 to Friday, May 28th
2004.
Under the auspices of the UN the French RECAMP IV concept has as its
objective to assist the African Union to maintain the security of the
African continent. RECAMP aims at preventing the crises and at
allowing the African regional organization to arrange sufficient
military capabilities to conceive and lead peace operations on their
continent.
Since its creation in 1996, this is the fourth RECAMP cycle. This
cycle is dedicated, this year, to the ECOWAS, the presidency of which
is Ghana. The ECOWAS plays a major role in the stabilization of the
countries of the region in the crisis in Liberia, sierra Leone and
Ivory Coast.
The seminar is composed to two different parts. From Monday till
Wednesday, 26, it includes diplomats and senior military personnel of
about forty countries, representatives of the main international
organizations among which the member countries of the European Union
ant the Security Council, as well as the representatives of the main
non-governmental organizations, UNICEF, international Red
Cross.
The debates will be centered on two main objectives : the management
of the crises and the strategy as how to stop the crises (from the
disarmament of the fighters to the consolidation of the state). It is
an opportunity for the participants to exchange ideas and reflect on
their participation in peacekeeping operations.
The second part of the objective of the seminar is for the military
personnel to plan the fictitious operations which will be used as a
base for the "Benin 2004" exercise.
This exercise will take place November/December 2004.
