In the name of the Republic of Ghana and of the French Republic, we are pleased to welcome you to Accra to the Politico-Military Seminar of the fourth training cycle conducted within the framework of the concept of the Reinforcement of African Peacekeeping Capabilities (RECAMP).
Peace and stability are a prerequisite for sustainable development and lasting democracy. Our two countries are convinced that the achievement of peace and stability in Africa calls for the reinforcement of the continent's peacekeeping capabilities, notably by enhancing the role of the African Union and subregional organizations. Both countries are determined to strengthen their commitment in this respect. We are pleased to be able to bring you together today for an exercise that should help to contribute to the operational training of the Economic Community of West African States (ECOWAS) in this area.
Since recent events in West Africa have shown the importance of addressing conflict prevention, crisis management and post-crisis management ambitiously and comprehensively, we would like this Seminar to be an opportunity for key actors in peacekeeping such as diplomats and the military to share analyses of and reflections on those crucial problems, in order to address them more effectively.
Today, many actors are involved in peacekeeping which is increasingly addressed in a multinational framework. This is why, alongside ECOWAS and its Member States, many organizations and countries will be represented, namely the United Nations, the European Union, the International Financial Institutions (IFIs), the African Union, other African subregional organizations, the International Committee of the Red Cross, countries contributing to peacekeeping in Africa, as well as European Union and Security Council Member States.
All of us share the same determination to encourage peace and stability on the African continent. We hope that this first, major RECAMP IV event will, insofar as it is able, help to contribute to efforts to that end.
